Request-For-Proposal (RFP) in Progress

The Hong Kong Export Credit Insurance Corporation (HKECIC) hereby invites tenders from interested parties for the following projects:

(1) "Desktop Computer Upgrade Project";
(2) "Staff Remuneration System Review Project"

 

(1) Desktop Computer Upgrade Project

Subject: Implementation of theDesktop Computer Upgrade Project” for the HKECIC.
Application: The HKECIC plans to appoint a service provider for the upgrade of desktop computers, including provision of the required new hardware and software, and other services in connection with the project.
Tender Document:

Currently, the HKECIC only accepts proposal in paper.

 

Interested parties shall write to the HKECIC (by post or email) in the subject of “Desktop Computer Upgrade Project” for the attention of Mr. Teddy Lam, Manager of IT Division, giving contact details with brief company information for consideration of HKECIC.  Upon completion of evaluation, the parties may be invited to collect the RFP document (available in English version only) at:

As the RFP document contains confidential information of the HKECIC, the interested parties will be required to sign a confidentiality agreement when collecting the RFP document.  For previewing the agreement, please click the following link:

Submission of Proposals: Proposals shall be submitted and deposited into the HKECIC's tender box as per the instructions set out in the RFP document, on or before 5:00 p.m. on 3 July 2019 (Hong Kong time).  Late submission will not be accepted.
Proposal Evaluation: Proposals submitted by the tenderers will be evaluated based on the feasibility and cost-effectiveness.  Proposed cost is one of the evaluation criteria.  The HKECIC does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where assessment of the tenders is based on a marking scheme, the tender has the highest overall mark.  The HKECIC also reserves the right to negotiate the contract terms with any tenderer.

(2) Staff Remuneration System Review Project

Subject: Implementation of theStaff Remuneration System Review Project” for the HKECIC.
Application: The HKECIC is planning to commission an external consultant to carry out a review on its staff remuneration system with reference to the HKECIC’s mandates, market data and market best practices.
Collection of RFP Document:

Currently, the HKECIC only provides paper-based RFP document and accepts Proposals in paper.

 

Interested parties shall write to the HKECIC (by post or email) in the subject of “Staff Remuneration System Review Project” for the attention of Miss Katy Tsang, Human Resources Officer, giving contact details with brief company information and submitting a request for the consideration of the HKECIC.  Upon completion of evaluation, the parties may be invited to collect the RFP document (available in English version only) at:

Proposal Evaluation: The evaluation of the Proposals submitted by the tenderers will cover areas including but not limited to company background, relevant experience, project approach and methodology, project schedule and management and project cost.  The HKECIC does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where assessment of the tenders is based on a marking scheme, the tender has the highest overall mark.  The HKECIC also reserves the right to negotiate the contract terms with any tenderer.
